Civic Passage uses the GoodNeighbor Community Action Model, a grassroots and modular framework for developing community-service interfaces. The model begins with identification and listening rather than assuming in advance what a community needs.

Identify
Identify an underserved or vulnerable population.
Map
Identify community organizations and public agencies capable of providing relevant aid.
Recruit
Recruit volunteers from the community who can help build and sustain the interface.
Build relationships & listen
Develop relational infrastructure while conducting outreach, education, and listening.
Form the interface
Build a grassroots interface responsive to the community’s identified needs.
Refine
Continuously refine the interface through new information and diverse volunteer participation.
