Pilot question: Where does the pathway between an unhoused person in Venice and existing services actually break down?

Scope

Geography: Venice, California, with immediately relevant Westside and Los Angeles County Service Planning Area 5 resources included where the pathway naturally extends beyond Venice.

Initial population: Adults experiencing unsheltered homelessness in Venice.

Current stage: Discovery and listening—not launch of a new direct service.

What the initial mapping suggests

The initial mapping does not support a simplistic conclusion that Venice lacks service organizations. Instead, it shows a dense and overlapping ecosystem of homelessness access points, outreach teams, healthcare, housing pathways, legal services, substance-use treatment, food resources, veteran systems, and provider-coordination structures.

That makes the Civic Passage question more specific: where do people still fail to move through this ecosystem successfully?
